The Powers and Duties of a Parish Council

Parish councils are the envy of other local authorities, because they are given powers to do so much; they can also raise a precept (supposedly within reason) which unlike other local councils is not capped. so there is no reason for any Parish Council not to be a 'power house' for achievements' which would improve the plight of rural communities.   Keele Parish Council achieved the building of a bypass around its village when national funds were very tight and very difficult to secure.  So it seems that success depends upon he calibre of those in charge of the parish - ie the Parish Council.

Below is a list of  the legal Powers and Duties of Parish Councils.  It might be that this list is not definitive, and depending on need, more powers could be accommodated which were community oriented.  

However, as can be seen from the list several might now be defunct -  did Betley Wrinehill or Balterley ever have bath or wash houses?  Did it have a public clock? Or public lavatories (all of which appear to have gone our of fashion)?  

Reading through the list it can be seen that these laws and byelaws etc are somewhat old and probably out of date and could do with national government updating them to make them more relevant to 21st Century communities.

It is also noticeable that there are only two duties to be observed: to require information and to create allotments and to let grazing rights.  So no real pressure.

However, there are powers to resolve rural transport inadequacies by making grants for bus services, powers to improve footpaths and even flooding of rural lanes, powers to provide litter bins, powers to provide parking spaces for cycles and other vehicles,  And there are even powers to plant trees and to  grass areas.  Many of these when suggested were were dismissed out of  hand.

So perhaps the residents of Wrinehill would like to reiterate their small request that they would like trees planted, of their choosing, along the grass verge  along the main road, outside the now not so new  former garage site development, please.  Hopefully the power to say yes will be greater than the power to refuse!

Other ideas would be welcomed for precept and unallocated reserve spending.
